Interesting enhancement suggestions.

Would putting polygons on a special "room layer" do what you want ? Or do you
require the polygons to have a "region" checkbox, the way traces have a
"keep-out" checkbox ?

Sometimes you want some components to be on the bottom layer in a particular
region -- so layer-specific regions make sense.
Other times you want some components (say, CPU bypass caps) to be in a
particular region (near the CPU), but you don't care whether they are on the top
layer or the bottom layer -- here a "room layer" would work better than
assigning the region to the top layer.
