Unless OrCAD has done something new, you can't read a DDB file with any 
version of OrCAD. However, you may be able to write a schematic that can be 
read by OrCAD, but not without some work. The basic problem is that you 
probably need to create a library.

As to PCB files, OrCAD may be able to import a file that you write as a PCB 
version 2.8 file.
