I once had a similar bug.  I think it's just a fluke.  I accidentally fixed
it by doing the following:

Un-install sp6.
Un-Install protel.
Reboot.
Re-install protel.
Even though you are not prompted, Reboot.
Install sp6.  At this point everything worked fine.
