Richard,

There is not a Toggle command for it that I am aware of... but you can make
two buttons, or two seperate menu items for it.

Use the Process:
PCB:SetupPreferences

With the Parameters:
ComponentDrag=None
Or
ComponentDrag=ConnectedTracks
Or
ComponentDrag=EnclosedTracks
