We have a company library in it's own ddb that is (relatively) controlled.
When the gerbers are created we create a library from the project which is
then stored with the project. This way we don't get burned later when the
global library gets changed or lost. We had this problem with the Viewlogic
files created in our closed California office. They had many different
libraries and we couldn't find some of them, so we couldn't load the
design.  Protel is better this way since the part is stored in the
schematic or pcb, but having the project library makes it better for the

Just a note on this,  I kept getting burned by version ocntrol,  as you
change filenames to save back old versions, the library files stay with the
old filename until you update the pointer.  I have finally decided to have
design file which is only for libraries, and not include library files in
designs.  Any better ideas out there for library management?

i figured it out...  i needed to add the entire project ddb, not the
specific component library.  when i added the entire project ddb,
the new tmod.lib showed up in the access list.  it wasn't exactly
intuitive, but there's not a lot of that in protel anyway.
