Bill, 
What I have done in the past is ask my manufacturer if they have a
design spec, and if they do I would design to that specification. The
way I see it is that they would know best what they can build. Coming
from a cell phone design background this worked really well.

Can anyone make some suggestions as to available standards besides IPC
to use
for PCB design.  The current feeling here is that IPC is may be too
loose for
