This is not a good idea, because it will not be recognized by DRC, which 
will think that the via is connected even if it is not, thus missing an 
open circuit. Also, if one moves the part, the spurious blowout in the 
negative plane will remain, to do its mischief just when you least expect it.

Power Plane and Polygon Pour connection styles are controlled by Design 
Rules, and No Connect is one of the "styles."
