I haven't tried this in Protel but it was quite an effective method with 
Specctra. 

Use the design rules to give priority to the bottom layer by an 
excessive amount. Also set the via size to an excessive amount. 
They will become the pads for your links, but you want them larger 
than that so that it discourages the router from using them.
Under the signal integrity rules is one to limit the length of traces 
so you may be able to use that on the top layer to get fixed length 
links.
Let the autorouter rip. Examine the result and move parts around to 
improve the result. It won't be ideal but it is much easier to take a 
routed board and reroute tracks to get the desired result.

Once done, globally change the vias to the required size and select 
all tracks on the top layer and copy them to Top Overlay. Don't plot 
the top layer but keep the tracks there to maintain integrity with the 
schematic.
