That happened to me when importing Autotrax pcb library into Protel 3 (a
while ago). Pads were not visible, but they were still there. I edited pad
size globaly and set it to eg. 100mil. That made pads visible, and there
were lots of free pads, too, coming from the outer space. Happened on import
of Autotrax pcb files as well.

Didn't you find that pads were (AFAIK arbitrarily) missing after the
conversion? I tried that several years ago, because of an extensive user
library I had created while using AutoTrax, but reluctantly gave up after
many tries to import the footprints into P98 and P99SE.
