The simplest prints have two sides and one of them is carrying 
copper with the tracks etched.
The next better is a twosided print with both having copper.

For even higer densities and/or noise immunity requirements, 
there are prints being sandwiched from those above to have
up too 16 layers of copper.

the other meaning is the 'multilayer' in protel, a hole straight
through all layers.
