Maybe you don't have Administrator priveledges?  Your box might be set up to
require Administrator priviledge to run cmd.exe, and you might not be
running at that level by default.

BTW, if you ever intend to use Linux, you need to get used to the idea of
different priviledges.  Just to install or remove a piece of software on
Linux, you usually need to be the "superuser" (a.k.a. root user).  It's
annoying until you get used to it.  But it sure does prevent settings from
getting screwed up by programs.  None of this "user program edits registry
and crashes before completing the edit, screwing up the registry" nonsense,
like on Windows.
