I want to do global edits to footprints in a (non integrated) PCB library.
Next best thing might be to place all footprints on a temporary PCB, make my
changes and then use 'Design/Make PCB Library' to go back to a library
format. Is there an easy way do dump the whole contents of a library onto a
pcb?

Yes. Create a library report, then massage the data into the old, simple, Protel netlist format. You can then load that netlist and Protel will toss all the parts onto a PCB. It's really rather easy. (hint: use a spreadsheet to create reference designators). If I had more time I'd give more details....
