ProTeXt version 2.1 does not appear on your public archives at
ftp://tug.org/historic/systems/protext/.

Please post and advise when complete; ProTeXt version 2.1 is the only
version authorized for installation by the US Air Force (certification
expires next April and a new certification can take literally months to
get).

thats not quite easy, because for me, keeping the old archives never made sense. More than that ProTeXt's version number is only branded in the name of the archives.

The good news are: I found an older CD containing a version of ProTeXt in which the version numbers of the single components (GhostScript, GSview, MiKTeX and TeXnicCenter) lie between their equivalents, stored in 2007-2.0 and 2007-2.2 on tug.org. While i still can remember that i didn't created subreleases in that times, i think the probability is really high, that the CD mentioned above contains version 2.1, you're asking for.

Therefore i repacked the whole stuff in a new archive ProTeXt-2.1.exe, and you can download it from

http://bscw.fernuni-hagen.de/feu/bscw.cgi/4659049

Hope, this might help you.

Sincerely - Thomas
