New issue 318 by Unit tests CommandLineInterfaceTest.OutputDirectoryIsFileError failes on Windows 7 VS2008

What steps will reproduce the problem?
1. open the sln file
2. build the the solution in debug
3. execute tests.exe

What is the expected output? What do you see instead?
all tests to pass
