New issue 343 by [email protected]: Document logging for the C++ API

I could find no reference to logging in the C++ API documentation. I ended
up having to search through the source code (working backwards from the
error text that was showing up in stderr) to find out how to use
SetLogHandler and LogSilencer to suppress messages to stderr.
