New issue 411 by aneumann...@gmail.com: Empty java_outer_classname = "" leads to .java file

What steps will reproduce the problem?
1. Create a .proto file, set option java_outer_classname = ""
2. Compile with protoc

What is the expected output? What do you see instead?
Protoc should throw an error that "" is not a valid class name. Instead it generates a ".java" file in the right place, with compile errors because the everywhere where the class name should be there's nothing.

What version of the product are you using? On what operating system?
2.4.1, on Windows

Please provide any additional information below.
It's nothing critical, just nice to fix. I was just playing around looking for a way to generate multiple classes ( found it, option java_multiple_files = true; ), and was wondering why Eclipse showed an error for the project...
