New issue 441 by [email protected]: __init__.py is missing in
$PREFIX/google/protobuf/compiler

in the trunk the empty file __init__.py should be copied/generated to/in
$PREFIX/google/protobuf/compiler with sudo python setup.py install.
Otherwise importing plugin_pb2 fails.
