What steps will reproduce the problem?
1.Run protoc on Windows without MinGW / libgcc_s_dw2-1.dll

What is the expected output? What do you see instead?
* protoc to run
* Instead got message:
This program can't start because libgcc_s_dw2-1.dll is missing from
your computer Computer. Try reinstalling the program to fix this problem
What version of the product are you using? On what operating system?
Version 2.50 - Windows
Please provide any additional information below.
Installing MinGW would probably fix this issue, but previous versions of
protocol buffers have not needed MigW
