New issue 528 by cross compilaton to MIPS for protobuf fails

What steps will reproduce the problem?
1../configure --host=mipsel-robin-elf --with-protoc=protoc

What is the expected output? What do you see instead?
successful compilation

What version of the product are you using? On what operating system?
protobuf-2.4.1 on i686-pc-cygwin

Please provide any additional information below.
$ ./configure --host=mipsel-robin-elf CC=mipsel-robin-elf-gcc-3.4.6.exe --with-protoc=protoc
