The marketplace has been updated to reflect the current update-site of protobuf-dt. It should work now. The protobuf editor can also be installed manually using the Eclipse Install dialog window "Help > Install New Software..." and the update site "http://google.github.io/protobuf-dt/updates/latest/";.
