So this change just makes it easier on maven users (and CI system) to run 'mvn 
install' in the root of the project without having cd into a directory first.  
Folks that don't use maven can just ignore the pom.xml file at the root.

I'd love to get this committed just so that we can tie the project into an CI 
server easier.
