Very clear and readable. Not familiar with the settlement stuff so can't say if 
it's correct but it sounds sensible.

Some questions:
- what it meas to set outgoing window to N > 0
- (how) does this affect flow control?  Will messenger block if in/out windows 
are full/empty?
- is there any relationship to link credit?
- In 0.10 there was the notion of a credit window, is there a way to achieve a 
similar result in proton?
