A client tries to create two links with the same name over the same
connection/session. Spec section 2.6.1 suggests that the first link is closed
with status 'stolen' and the second link is created.
Currently the second link attach is ignored [1]. The client attach goes into
the broker and no attach or error comes out. The same behavior happens to qpidd
and to activemq 5.11 brokers.
