Implement pn_getaddrinfo,pn_getprotobyname for platforms that not support 
getaddrinfo(),getprotobyname(). Relevant pn_freeaddrinfo is also introduced. If 
GETADDRINFO_NOT_IMPL flag is not present, native implementation is called.
