There are various javadoc errors when building with Java8 (which is stricter
with syntax) that prevents deploying using the apache-release profile (which
includes javadoc).
The javadoc needs tidied up so it builds on Java8. We should add a check job in
CI that verifies the javadoc has no errors when building with Java8.
