PROTON-827: Re-create go worspace, cmake support for testing.

Re-created the go workspace structure in the repository so it can be set as a 
GOPATH element.
ctest runs package tests and examples.
make install go code to share/gocode
config.sh sets env. vars for CGO compilation.
