Sorry, for posting in this group, i didn't thought of 'ror_spinoffs'.
The code above, was actually wrong. I tried something like this:
var resizer = $(element).insert({top: '<div id="'+this.panel_id
+'_resizer_h" class="resizer_v"></div>'});
But the error is the same..
