I'm using OSX Chrome and it does it correctly as does Safari .getStyle() either uses the inline style via the .style property of the DOM object
if that is not set then it tries to use document.defaultView.getComputedStyle(element, null) which is returning nothing for the "border" property have you tried to use http://api.prototypejs.org/dom/Element/prototype/getLayout/ ?
