Here's a replacement I wrote a while back. It's mostly a drop-in replacement for the one in Scriptaculous, although it probably lacks some of the fit and polish of the original. It doesn't suffer from the scrolling issue because it doesn't provide a scrollbar. You may want to experiment with that approach. I find that it's also a good idea to make the server limit the number of suggestions, so you don't so much need to scroll at all.
