Specific details, if anyone wants to know: as far as we can tell, the
Linux wireless drivers track a lot of card and configuration state, and
seem to want to do entirely too much automatic detection and
configuration.  As a result, if we configure the cards in Ad-Hoc mode,
we can't reliably set an 802.11a channel; we get EINVAL back from the
kernel (no idea from where yet).  Sometimes setting the channel works,
sometimes it returns EINVAL, and we don't know what changes.  Heisenbug.
