Updated through CVS.
Because 0.3.1 is officialy mentioned in the NEWS, it would be nice to
put 0.3.1 on the FTP.
Can somebody take care of that?

I updated the NEWS file with what I could remember and figure out
easily from a diff versus 0.3.0. Feel free to add anything I
