I have only a few comments:

        * The foreign extension to R, if it's the code I'm
          thinking of, was actually derived from PSPP source
          code, so it's not really a second source.

        * I don't think it's safe to include bulk text from the
          "SPSS Data File Format" PDF.  That PDF follows the same
          style as much of the other SPSS documentation, and so I
          had always assumed that it was owned by SPSS.  At any
          rate it has no stated license.
