This file should be in the pspp\bin directory and for the 32 bits
version it should be 683.182 bytes in size for the 64 bits version it
should be 709.765 bytes in size. Is this the case?

I would recommend uninstalling PSPP, check for PSPP directories on
your computer and if available remove them. After that install PSPP
again.
