In this case, are we mainly considering editors? Cursory Wikipedia surfing [1] indicates that the MS editors typically found on Windows, only NotePad does not support non-Windows line endings. The feature scale goes, ascending: Notepad, WordPad, MS Works, MS Word. Both Notepad and WordPad are the free editors that come with the system, but if Windows users aren't aware of WordPad then it effectively doesn't exist.
