I think Harry had a similar problem, and from what I remember I concluded that the mingw64- scripts which Opensuse shipped were trying to be too clever for their own good.
What they do is they force ALL builds to ALWAYS build for mingw64 - which is not what we want. For reasons I won't discuss now, cross building PSPP first requires a native build. The mingw64-configure/make stuff messes this up. I presume you have executed the script Windows/build-dependencies? I suggest you build the way the build-dependencies script recommends, by passing the --host= and other arguments.
