You didn't say what command you tried to use, so I can't say what
other command you might try.

You didn't say what operating system you are using, so I can't
say how you might download a newer version.  There are links from
http://www.gnu.org/software/pspp/ to many places to download
PSPP.

I'm adding the pspp-users list in case they have suggestions.
