I have a similar problem on Centos-5.7 (x86_64)
To compile gtk+2.20 I need to compile first gdk-pixbuf-2.22 and I have
following error message

If you download pspp-0.7.9.tar.gz from alpha.gnu.org and run ./configure,
do you see PACKAGE_URL in the config.h file ? If so, how is it defined?
