Hmmm, version 2011-11-11 is the last MSWindows build using the old
toolchain. After that I switched.

This makes me again beleave there are traces of the old installation
left which are now mixed up when using the newer version. I would say
check it again and check carefully if there is not a directory with an
odd name which also contains the PSPP software somehow.

Maybe you can check again from a commandline prompt but now switch to
the directory containing psppire.exe before starting it. And use
something like "psppire.exe > error.txt" when starting.

Maybe this will give you some information in the newly created
error.txt file.

Have fun
