I believe that is just a generic message that appears on every installation. The "deficiencies" it is referring to apply to the installer program, not PSPP. In many years of having installed PSPP on a variety of Windows PCs and operating systems, I have never encountered a problem with it, and would not anticipate there being one. As far as I know, there is no way to bypass it, but it really has no consequence.
