I have kind of won it, but my solution might not suit you:-).
I work at a company which sells a solution which nearly does what you
want. We use ssh and have a policy-database with complex rules to set
exactly what each user may do under the circumstances. This is however a
commercial product, and unfortunately not the cheap kind either.
