There is no hard requirement that a protocol be implemented for it to
have an Draft Standard RFC. (There is also no such requrement for
Informational or Experimental RFC:s, but that's not on the standards
track, so that's maybe not relevant here). It's not until an RFC is
elevated to Proposed Standard that two interoperable implementations
are required. See RFC 2026 for details.

Furthermore, Datafellow's ssh2 deviates from the latest drafts in few
details.
