Identify Beat doesn't work in that manner. Identify beat identifies any given 
point as a particular bar|beat. In other words, it doesn't work with 
selections. You navigate to a particular point in the timeline, bring up 
Identify Beat with Command-i and type in the bar/beat number it's supposed to 
be rather than what Pro Tools thinks it should be. Once you've established the 
first and second points, Pro tools will interpolate the rest of the bars and 
beats but will certainly be only somewhat correct. You'll have to define 
several points within a piece to make sure the bars and beats truly line up 
with the audio. Usually every 8 or 16 bars seems to work well. If you establish 
bar 1, beat 1 and bar 9, beat 1, moving to bar 17 will probably get you really 
close to where bar 17, beat 1 actually occurs. You might find that the downbeat 
seems to actually fall at bar 16, beat 4 and 980 ticks or maybe bar 17, beat 1 
and 23 ticks. whatever the case, get the insertion point to the actual 
downbeat, type Command-i and then just type 17 and hit Return. That position 
will now be considered as bar 17, beat 1 with 0 ticks.
