If you have the iLok II (which you probably do), that iLok will work with 11. 
I'm not sure if you'll need to have your iLok license downloaded to the iLok 
for version 9. What's more important is that your copy of Pro Tools be 
registered with avid to qualify for the upgrade. I've never tried it any other 
way. In other words, I've consistently registered each version of Pro Tools 
since version 5. You'll need the serial number which will come with your 
download purchase and you can register right on the Avid site.
