A couple of things to just double-check:

First, when you say they show no activity, they are showing to begin with, 
right? I mean, VoiceOver is seeing the meters just not responding and showing a 
static value? If your levels are too low and your meter is set to display only 
the top 14 dB of travel, you won't see any activity.

Second, check to see that you're in Pre-Fader metering under the Options menu.

Most likely, nothing has changed with your metering preferences but you might 
wish to take a look at the Metering tab in the Preferences window.

Finally, with the Mix window open, bring up the Item Chooser and type l e v e l 
to bring up a list of level meters within the session. You can arrow up and 
down within this list and it will update. This is actually a quick way to check 
levels throughout the session.
