Well, I've had a closer look and, indeed, the behavior appears to be inconsistent. I tested it side by side with Pro Tools 5 and it behaves as expected in PT 5. In version 11, pretty much no matter what the settings, the insertion point would sometimes follow the rewind location and sometimes it would start from the top. That really left me scratching my head because I've never seen it behave that way. Frankly, I think so few people these days use the rewind and fast-forward feature that maybe there's a bug and it simply didn't get noticed. Before I jump too far into that conclusion, I'll have to confirm what's going on with a sight-stricken person ;)
