VO+Comma is been around for a while not just in mavericks. That being said, VO+comma won't drag anything with a press action or anything you can click on to produce a result. In those case you have to use the mouse up and mouse down options. The problem with importing a loop through the import audio dialog is that doesn't honor the tempo, there for when i aloof is imported through the import audio dialog it just brings it in as a regular piece of audio instead of adjusting the loop to play back at the broject tempo.
