Hi Brian,

This is all accessible through the Tempo Operations submenu under the Events 
menu. Depending upon what type of tempo operation you need, choose the 
appropriate dialog. You'll need to read about each type of tempo operation in 
the Pro Tools manuals but it's all doable. Keep in mind that if you wish to 
change tempo after you've applied these changes, you can just apply new changes 
to the same edit range or to any range for that matter. A sighted user can edit 
a specific event one at a time but that's not possible yet with VoiceOver. As 
long as you use the proper module for the type of tempo operation you need, 
you'll be fine with the dialogs. BTW, occasionally, you might need to click on 
a value and use tab or shift-Tab to get to the right field for editing. Also, 
using the decimal key will forward you to the next section in a numeric field 
(i.e. bars|beats|ticks).
