There are truly several ways you can do this. I'll describe one method for now. 
I'm assuming bar 1 isn't the start of the timeline, right? Because if it were, 
you'd simply need to select from the first downbeat to the beginning of the 
session and delete it in Shuffle mode and that's all. I'm assuming there's a 
slight pickup or some kind of audio before the very first downbeat and there's 
a pickup bar.

With the all group active, move your insertion to the very first downbeat, even 
if there's a bit of audio preceding it. Now make sure you you have 2 beats 
selected as your nudge value. Nudge the cursor back once. Now your insertion 
point will be 2 beats before your downbeat. Press Option-shift-return to select 
everything to the end of the session. Cut everything and move the insertion 
point to bar 0, beat 2 and paste. Your downbeat will be aligned with beat 1 of 
bar 1.

Again, this assumes a bunch of things and, based on what little I have to go 
on, the above method will work for just about any situation. If there are more 
details to consider, explain what they are and I'll offer some more 
alternatives.
