Hi Steve, That's an issue with the meters in Pro Tools 11.1 . I believe the issue was fixed for the 11.2 release, but if I'm mistaken, whatever the specific version, it's certainly fixed in version 11.3. The meter will always say -14 dB until there is a signal present and then it will read a value that is off by a factor of 10. In other words, if the meter reads -1.5, that really means it's -15 and if it reads -.5, it's really -5. Unless you upgrade, there is no quick fix other than doing the math quickly or simply keeping your levels at around-1 or thereabout.
