If you had a stereo track, using the context menu shift VO M you could split to mono. If it's a mono track already, using the same menu duplicate the track. Then make a selection of the second track, several ways you could do that I'd probably start at the first region, and use shift option return to select to the end. Set your nudge value to your desired value, and press minus to move it back in time. These are the short and sweet directions. If this doesn't make sense please say so, and I'll try to be more clear.
